It’s Not Yet Done, FDC Aspirant Sues EC, Speaker Over ‘Obstruction’ of Candidature

Norma Susan Otai, the Forum for Democratic Change (FDC) aspirant for the Bukedea Woman MP seat, has taken the Electoral Commission (EC) and Speaker of Parliament, Annet Anita Among, to court over alleged obstruction of her candidature.

Otai claims that on October 23, EC officials and security personnel prevented her from accessing the nomination centre in Bukedea, despite pending questions about her eligibility.

In a letter dated November 21, 2025, filed through her lawyers at M/S Escala Associated Advocates, Otai accuses the EC of refusing to make a timely decision on her petition, describing the delay as “illegal, irrational, and unreasonable”.

She insists that the Commission is breaching its legal duty and wants the court to compel the EC to issue an immediate ruling.

Otai also wants the courts to halt the gazetting of any Bukedea Woman MP candidate until her complaint is decided, arguing that the EC’s inaction undermines the rule of law and denies candidates fair time to campaign and engage with voters.

Furthermore, Otai has accused Speaker Anita Among of interfering in electoral processes in ways she believes compromise the credibility of the race.

The EC had scheduled a hearing for November 4, 2025, and promised a ruling within a week, but Otai says she has received no communication since, citing inefficiency and abuse of authority.

Otai’s case is linked to another challenge filed by Zipporah Akol, questioning the eligibility of Otai and two other aspirants – independent candidate Hellen Akol Odeke and NUP’s Mercy Marion Alupo – for allegedly not being registered voters in their respective parishes.

The EC has submitted an affidavit confirming the removal of the aspirants from the National Voters Register, following local Parish Tribunal rulings.

The matter is before the courts, with a ruling expected to be delivered by Justice Simon Peter Kinobe.

Otai’s lawyer argues that the EC’s inaction undermines the rule of law and denies candidates fair time to campaign and engage with voters.
