The Kampala Capital City Authority (KCCA) City Hall Court has remanded two individuals, Hillary Abaasabyona and Rinet Tusubira, to Luzira Prison over charges related to the unauthorised possession of examination materials.
The accused were arraigned before Senior Principal Grade One Magistrate Nicholas Aisu, facing three counts: forgery, offences involving official stamps, and conspiracy to commit a felony.
According to the prosecution, Tusubira, 24, of Muyenga Zone in Buwenge Town Council, Jinja District, was found in possession of Uganda National Examinations Board (UNEB) examination materials in October 2025.
Abaasabyona, 27, of Kakika Cell in Kakika Ward, North Division, Mbarara City, is accused of forging multiple official documents, including university transcripts, UACE examination papers, identity cards, certificates, and security seals from institutions such as Kyambogo University, Makerere University, and Bishop Stuart University.
The prosecution alleges that between November 2024 and October 2025, Abaasabyona forged these documents, while Tusubira is accused of knowingly having control of the examination content with the intent to use it.
The two are also accused of conspiring to fabricate a Kyambogo University Grade III Teacher’s Certificate and an examination result slip bearing Tusubira’s name.
Tusubira pleaded guilty to the charges, while Abaasabyona denied all allegations.
The court remanded both individuals to Luzira Prison until October 17, 2025, to allow the prosecution to present the summary of facts.
This comes as UNEB begins the nationwide administration of the Uganda Certificate of Education (UCE) Senior Four examinations.
