Charles Twine Mansio, the former spokesperson of the Criminal Investigations Directorate (CID), and Noah Mutwe, a member of the National Unity Platform (NUP), were charged before the Buganda Road Chief Magistrate’s Court today, May 22, 2025.
The two face multiple serious offenses related to alleged electronic communications made between January 2024 and May 2025.
According to the chargesheet, Twine is accused of incitement to violence, hate speech, and malicious information.
Specifically, he is alleged to have incited Mutwe to attack and cause the death of the President of Uganda and General Muhoozi Kainerugaba.
Twine also faces charges related to hate speech against Speaker of Parliament Anita Among, Deputy Speaker Thomas Tayebwa, and General James Birungi, among others.
The charges stem from alleged social media messages and online statements made by Twine.
Mutwe, who is jointly charged with Twine, is also accused of conspiring to commit a felony, specifically inciting violence against the President and General Muhoozi Kainerugaba.
Notably, Mutwe was reportedly abducted and held incommunicado for over a week before being brought to court on Thursday 22-05-2025.
His lawyers are expected to challenge the charges against him.
Twine’s disappearance had also sparked concerns before his appearance in court.
He was reportedly scheduled to meet at police headquarters in Naguru on Wednesday but went missing, with his phones switched off shortly after the meeting.
Following court appearance, both were remanded pending further proceedings.
