High Court Judge Douglas Singiza has taken office as the new Chairperson of the Judicial Service Commission (JSC), succeeding Justice Benjamin Kabiito Isingoma, who retired on January 21.
The swearing-in ceremony was officiated by Constitutional Affairs Minister Norbert Mao and outgoing Deputy Chief Justice Richard Buteera.
Justice Singiza, a seasoned jurist, brings extensive experience to the role. He holds a Doctor of Laws (LLD) in Public Law from the University of the Western Cape, a Master of Laws (LLM) in Human Rights from the University of Pretoria, and a Bachelor of Laws (LLB) from Makerere University.
His appointment was announced by President Yoweri Museveni in February, alongside Justice Rosette Comfort Kania as the new Deputy Chairperson of the JSC.

As JSC Chairperson, Singiza will oversee the recruitment and discipline of judicial officers, playing a crucial role in shaping Uganda’s judicial system.
Justice Singiza has been a prominent figure in Uganda’s judiciary, presiding over high-profile cases, including the habeas corpus application filed by detained opposition figure Dr. Kizza Besigye.
His expertise in multi-level governance, federalism, and decentralization has earned him regional and international recognition.
However, Singiza has faced criticism for his handling of certain cases. The Uganda Law Society (ULS) accused him of violating the rights of opposition leader Dr. Kizza Besigye by delaying his habeas corpus petition.
The ULS also condemned Singiza for sanctioning human rights abuses, including the reported torture of novelist Kakwenza Rukirabashaija.
Some notable cases presided over by Singiza include the extension of Besigye’s detention until February 25, 2025, despite a Supreme Court ruling nullifying military trials for civilians.
He also confiscated Rukirabashaija’s passport on granting him bail for medical treatment after alleged torture by security operatives.
Before his elevation to the High Court, Singiza served as Chief Magistrate of Buganda Road Court.
His departure was marked with a farewell party in August 2022, where judicial officers and staff bid him farewell.
