In a move aimed at tackling corruption and extortion within the police force, Inspector General of Police (IGP) Abbas Byakagaba has ordered the arrest and charging of District Police Commanders (DPCs), OC Stations, and CID officers in Kampala Metropolitan Police who delay suspects in police stations with the intention of extorting money from them.

According to intelligence sources, the IGP issued direct orders to his juniors on Monday after receiving several complaints from the public about corrupt police practices.

The sources revealed that DPCs and their teams have made millions of shillings by delaying suspects in cells and extorting money from them.

“These days DPCs, OC Stations carry KMP out operations with the aim of extorting money from suspects. When they are arrested, they connive with CIDs to press harsh charges on them if they don’t raise money for bond,” a police source said.

The source further explained that corrupt officers plant evidence on suspects to justify the charges.

“At times when suspects are arrested and brought to police, they bring exhibits of Marijuana, pangas and other criminal objects from the police stores and place them in front of them and take pictures to show that they were found with them during operations.”

Police spokesperson ACP Kituuma Rusoke confirmed the IGP’s orders, stating that corrupt police officers who delay suspects in cells will be arrested and charged.

“Actually, let me tell you, the IGP has ordered for the arrest of DPCs, OC stations and CIDs who make suspects to overstay in cells on small cases,” he said.

Rusoke emphasized that suspects should not spend more than 48 hours in police cells unless the case is capital in nature or requires further investigation.

“If the case is not capital in nature or has no other issues that need more investigations, the suspects should not spend more than 48 hours in police cells,” he said.

It is hoped that this will help to restore public trust in the police and ensure that justice is served.
