The National Unity Platform (NUP) has accused the government of state capture after its latest request to use the Kololo Ceremonial Grounds for a presidential campaign rally was denied.
NUP Secretary General David Lewis Rubongoya said in a statement:
_“In 2024, when we requested to host the National Unity Platform 5‑year celebrations at Kololo Ceremonial grounds, we were told the grounds were under renovation.(Although they continued holding several events there – including NRM activities.)
In October this year, we wrote again – requesting their use for our 2nd last presidential rally in Kampala Central Division. They responded this week and said our request came in late. That the grounds are booked until March/April 2026. STATE CAPTURE.”_
The denial letter was signed by Kallu Sam, Permanent Secretary of the Ministry of Defence & Veteran Affairs, who informed the NUP that the Kololo grounds would not be available due to ongoing infrastructural development and later cited prior bookings extending to 2026.
The NUP alleges selective application of venue allocation rules, suggesting political bias in the decision.
