The Anti-Corruption Court has arraigned 10 individuals, including the Acting Commissioner of Mapping and Surveys at the Ministry of Lands, Kakooza Jasper, on charges related to the fraudulent creation of titles on land belonging to Madhvani Group Ltd.
The accused face charges of abuse of office, forgery, fraudulent procurement of certificate of title, and other offenses.
According to the charges, in 2024, Kakooza Jasper and his co-accused allegedly created overlapping titles on an existing title registered in the names of Madhvani Group in 1955.
The group, which includes senior government officials, businessmen, and security guards, is accused of violently taking possession of over 600 acres of land in Gomba District, destroying tea plantations and natural forest in the process.
The accused individuals are:
1. Kakooza Jasper – Acting Commissioner, Mapping and Surveys
2. Bassajjangabo Hakim – Senior Assistant Secretary
3. Siwuliliza Andrew Sserunkuma – Chairman LC1 Mpogo village
4. Nakanwagi Gladys – Former Secretary Gomba District Land Board
5. Hajju Kayongo Badru Ismail – Former Chairperson, Gomba District Land Board
6. Nuwahereza Allan Katakanya – Businessman
7. Mudenyi Gerald – Security Guard
8. Nabimanya David – Security Guard
9. Ssenoga Abdu – Casual laborer
10. Kisenyi Harunah – Boda boda rider
The court has remanded the accused until April 30, 2025.
Warrants of arrest have been issued for three additional individuals, including the Deputy RDC Gomba, Sitenda Nicodemus Mugalu, physical planner Mugenyi Vicent, and businessman Fred Kirenga.
