The Judicial Service Commission (JSC) issued a statement on Friday, February 7, disassociating itself from reports circulating in various media outlets regarding the appointment of new judges and justices, including a Deputy Chief Justice, a Justice of the Supreme Court, Justices of the Court of Appeal, and Judges of the High Court.

According to the statement, the Commission has not made any official announcements regarding these appointments and urges the public to disregard the information published in various media outlets.

The reports had suggested that President Museveni had appointed Justice Flavian Zeija as Deputy Chief Justice, replacing Richard Buteera, who is set to retire in May.

Other reported appointments included Justice Muzamil Mutangula Kibeedi to the Supreme Court bench, eight justices to the Court of Appeal, and 21 acting judges to the High Court.

However, the JSC’s statement, issued by acting senior communications officer Maria Theresa Nabulya, emphasized that any information not communicated through official channels, including the Commission’s website and social media accounts, should be disregarded as unauthorized.

Despite the JSC’s denial, Justice Flavian Zeija, the reported new Deputy Chief Justice, arrived at Parliament on February 10, 2025, ahead of his vetting by the House’s Appointments Committee. Zeija replaces Justice Richard Buteera, who is set to retire in April 2025.

As the former Principal Judge, Justice Zeija brings a wealth of experience to his new position.

With a career spanning over two decades, he has served as a judge of the High Court of Uganda since 2016 and was appointed as the Principal Judge in 2019.

Justice Zeija’s appointment was confirmed by the State House Presidential Press Unit (PPU) on February 7, 2025, along with other judicial appointments made by President Museveni.

The appointments are subject to vetting by the Parliament of Uganda.
