    High Court Dismisses Ssekikubo’s Election Appeal Against Rwashande

    The High Court in Kampala has dismissed an election appeal by Lwemiyaga County MP Theodore Ssekikubo, challenging the nomination of ruling NRM flag-bearer, Brig Gen Emmanuel Rwashande.

    Justice Joyce Kavuma ruled that the appeal was filed outside the strict timelines set by law, and the court lacked jurisdiction to extend or validate the time. 

    Ssekikubo had contested Rwashande’s nomination, alleging irregularities, including lack of required qualifications and minimum number of supporters.

    The Electoral Commission dismissed his petition on December 3, 2025, and Ssekikubo filed an appeal on December 11, 2025, alongside an application seeking validation of the appeal.

    Justice Kavuma emphasized that election appeals are governed by a special legal regime imposing mandatory timelines, and courts cannot extend these timelines.

    She noted that Ssekikubo’s lawyers received the Electoral Commission’s ruling on December 3, 2025, and the appeal was filed beyond the five-day period provided by law.

    The court also faulted Ssekikubo for failing to demonstrate diligence in pursuing his appeal. With this decision, the path is cleared for a high-stakes contest between Ssekikubo and Rwashande in Lwemiyaga on January 15.
