A total of 42 police officers have commenced a training program on Children Diversion Guidelines in Mbale, aimed at equipping them with the necessary knowledge, skills, and attitudes to handle juvenile cases.
The training, officially opened by AIGP Bamunoba Ubaldo, the Chief Political Commissar, at Courts View Hotel in Mbale City, focuses on promoting the best interests of the child, aligning with the juvenile justice system, and prioritizing rehabilitation over punitive measures.
The training program, funded by UNICEF, will primarily concentrate on diverting children’s cases away from formal judicial proceedings whenever possible.
This approach is in line with international best practices, which emphasize the importance of diversion as a means of preventing children from becoming entangled in the formal justice system.
AIGP Bamunoba expressed his gratitude to UNICEF for their support, noting that the training marks a significant step towards building a justice system that prioritizes the rights and welfare of children.
The training is expected to enhance the police officers’ understanding of the Children Diversion Guidelines, enabling them to make informed decisions when handling juvenile cases.
The police officers undergoing the training will learn about the various phases of diversion, including initial assessment, intervention, and conclusion.
They will also be equipped with the skills necessary to identify cases that are suitable for diversion, and to develop appropriate intervention strategies.
The training program is a positive step towards promoting the welfare and rights of children in Uganda, and demonstrates the police force’s commitment to upholding international standards of juvenile justice.
