South East Police Region Commissioner Noel Mlowoka Kayira has been appointed Deputy Inspector General (DIG) of the Malawi Police Service (MPS), responsible for administration.
Kayira replaces Happy Mkandawire, according to a letter dated May 9, 2025, from the office of Inspector General Merlyne Yolamu.
The appointment, which is effective from April 16, 2025, was endorsed during the 426th meeting of the Police Service Commission held at Makokola Police Cottage.
The letter was signed by Violet Magwaya, director of human resource management and development, on behalf of the IG. Kayira is a trained lawyer and holds a PhD in Public Administration from the University of Malawi.
He is widely recognized as one of the most principled and professional senior officers in the MPS.
In a related development, Angello Ackis Muwanga has been promoted to DIG responsible for operations, replacing the late Casper Chalera, while about 1,200 officers have been promoted nationwide.
