The Kampala City Hall Court has granted bail to Assistant Superintendent of Police (ASP) Clive Nsiima, who was accused of assaulting a supermarket attendant at a Shell fuel station in Kyanja, Kampala.
Nsiima was captured on CCTV slapping the attendant, Pellan Atuhumurize, after a dispute over an unpaid bill of Shs30,000.
Grade One Magistrate Nicholas Aisu released Nsiima on a cash bail of Shs1 million, while his three sureties were each bonded at Shs5 million non-cash to ensure his return for trial scheduled for November 6, 2025.
The sureties include Daniel Mushabe Katanyomba, an Internal Security Organization (ISO) staffer; Mark Igumira, Nsiima’s brother; and Cynthia Nkwanzi, a resident of Nakawa Division’s 1-8 LC Village.
Nsiima pleaded not guilty to charges of assault occasioning actual bodily harm and malicious damage to property.
State Attorney Mercy Yamangusho opposed bail, citing Nsiima’s disgraceful conduct and public outrage, which she claimed was unbecoming of a law enforcement officer.
However, Magistrate Aisu ruled that Nsiima met the legal conditions for bail, emphasizing the presumption of innocence and lack of evidence of flight risk.
The court noted that Nsiima’s actions, although viral on social media, did not pose a flight risk or have any other pending cases.
Nsiima was recently dismissed from the Uganda Police Force after a disciplinary court found him guilty of behaving in a scandalous manner.
He will now await trial from home following his release on bail.
