Kampala, Uganda – The Uganda Revenue Authority (URA) has debunked viral social media posts claiming that school fees will soon be paid through the Electronic Fiscal Receipting and Invoicing System (EFRIS), requiring individuals to obtain a Tax Identification Number (TIN).
In a statement released Sunday evening, Assistant Commissioner for Public and Corporate Affairs Robert Kalumba clarified that the information circulating online is inaccurate.
“What is making the rounds on social media is not exactly true,” Kalumba stated.
The supposed requirement is part of a proposed new education policy, which has not been passed into law.
Kalumba explained that even if implemented, school fees payment through the URA system would be classified as non-tax revenue (NTR) and would not require a TIN.
Instead, students or parents would need a unique identifier, similar to university students using their student numbers to generate a Payment Registration Number (PRN) on the URA portal.
“For example, Makerere University students pay tuition fees through the URA portal using student numbers as a unique identifier to raise a PRN.
This is classified as NTR. Neither the student nor the parent needs a TIN or needs to use EFRIS,” Kalumba explained.

The URA official urged the public to remain calm and assured that once the policy is enacted, official communication channels will inform the public.
The clarification aims to alleviate concerns and misinformation spread through social media.
