    Serving the Party or the People? Hon. Kabanda and Hon. Grania Under Fire for Supporting Coffee Authority Merger

    President Yoweri Museveni’s plan to rationalize the Uganda Coffee Development Authority (UCDA) is driven by his desire to streamline operations and eliminate unnecessary agencies, not just to save money given to ministries doing similar work.

    By merging UCDA with the Ministry of Agriculture and Animal Husbandry, Museveni aims to optimize resource allocation and improve efficiency.

    This move has sparked concerns about the impact on coffee farmers and the economy, as UCDA has been instrumental in promoting Uganda’s coffee globally and finding markets for the commodity.

    The people of Mubende District are questioning the loyalty of their MPs, Honorable David Kabanda (Kasambya County) and Honorable Hope Grania Nakazibwe (Mubende District Woman Member of Parliament), who have faced criticism for supporting the removal of UCDA’s independence.

    In contrast, Honorable Lubega Bashir Ssempa, MP for Mubende Municipality, stood firm against the merger, joining 76 other MPs in opposition.

    The Ministry of Finance report reveals that coffee was Uganda’s top export in July, generating significant profits.

    Katikiro of Buganda Charles Peter Mayiga has consistently encouraged people to plant coffee, emphasizing its economic benefits through his slogan “Emwanyi terimba” (coffee doesn’t deceive).

    The UCDA has made significant strides in promoting Uganda’s coffee, including partnering with the Private Sector Foundation Uganda to boost production and marketing.

    The authority has also linked local coffee stakeholders with European investors, expanding market opportunities.

    As the debate rages on, MPs opposing the rationalization vow to table the motion again when parliament resumes.

    Key concerns surrounding the merger include the potential loss of autonomy for UCDA, which has effectively promoted Uganda’s coffee globally, the significant economic impact on Uganda’s economy, and the potential harm to coffee farmers who have benefited from UCDA’s efforts.

    Today, President Museveni summoned all NRM MPs, including Hon. Kabanda and Hon. Grania, to a meeting at his home in Kisozi Gomba district to discuss the rationalization of UCDA.

    The outcome of this meeting will likely influence the future of Uganda’s coffee industry.

    The people of Mubende District remain concerned, wondering whether their MPs, Hon. Kabanda and Hon. Grania, are prioritizing party interests over their own. Only time will tell.
